A Key to Industrial Decarbonization: Heat Pump Manufacturing Becomes a Priority for State Aid
On June 25, 2025, the European Commission officially adopted a new state aid framework known as the Clean Industry Support Framework (CISAF). Introduced as part of the broader Clean Industry Deal, CISAF is designed to accelerate decarbonization and the deployment of clean technologies, replacing the previous Temporary Crisis and Transition Framework (TCTF).
Under this new framework, the heat pump industry is explicitly recognized as eligible for public support. In particular, industrial heat pumps are designated as a strategic technology due to their potential to reduce emissions and improve energy efficiency. This allows for flexible public funding for both manufacturing and the production of key components.
CISAF covers the following areas of support:
- Acceleration of clean energy deployment
- Support for electricity costs in energy-intensive industries
- Assistance for industrial decarbonization
- Securing clean technology manufacturing capacity
- Reducing investment risks for private capital
The framework will be in effect from June 25, 2025, to December 31, 2030, during which member states are expected to align their national aid schemes with the new rules.
